Introduction
The transportation of Bakken Field oil by railroad poses a serious dilemma for the United States which has an immediate relevance to Philadelphia’s Logan Square neighborhood. The “horns” of this dilemma are the conflict between public safety on the one hand, and national crude oil independence from foreign countries on the other. While there is not a perfect solution to the national problem, there is an optimal solution for Center City, Philadelphia. This paper will make the case for the optimal way to transport unsafe crude oil by rail while protecting the public from the potential for a catastrophic explosion and fire. |
